Currently, the value of 0, which is by default, indicates unbounded retries.

It is more logical to use a negative value of maxRetries to indicate an unbounded number of retries in WS-RM (e.g., in its retransmissions). In that way, a non-negative value can correctly represent the number of allowed retries.
