   There are lots of java docs are too similar with class and method name, which is unnecessary.
   
   How about keep java docs for public user API/SPIs only, and remove them for all internal classes and methods?
   
   The public user API/SPIs include JDBC Driver, ShardingSphereDataSourceFactory, RuleConfiguration and ShardingSphereAlgorithm.
   
   Please advice me.
