Proposed Board Report for November 2014

Hi all,

The Apache Twill board report is due on the Wednesday, the 5th.  Here
is what I was planning to submit.  We've established a good cadence of
at least quarterly releases, so I've dropped that from the planning
section and shifted instead towards building contributions.  Please
let me know if you'd like to see anything else highlighted or changed.




Twill

Twill is an abstraction over Apache Hadoop® YARN to reduce the complexity of
developing distributed applications.

Twill has been incubating since 2013-11-14.

Top three items to resolve before graduation:

  - More committers from different organizations.
  - Regular releases.
  - Increase adoption.

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

  - None at this time.

How has the community developed since the last report?
  - 8 new JIRA issues filed since last report (2014-08-01)
  - 7 JIRA issues resolved since last report (2014-08-01)
  - Subscribers to the dev list up from 52 in August to 58 in November.
  - the project voted on and adopted a logo

How has the project developed since the last report?

  - Version 0.4.0-incubating RC1 being voted upon

Date of last release:

  - 2014-08-20: 0.3.0-incubating

What are the plans for the next period?

  - Encourage contributions from active users
  - Identify potential committers
  - Improve documentation and website

When were the last committers or PMC members elected?

  - No new committers since incubation.

OK, we can and should focus more on encouraging new contributors to join.

In the "plans for the next period" section, I removed "Increase
release frequency", since, in my opinion, we've done a fairly good job
of that with consistent quarterly releases.  I think the main focus
needs to be on building community and contributions, so I added
"Encourage contributions from active users".  Along with "Identify
potential committers", I think this gets across that we need to build
the active developer community.  In support of that, I think there are
more improvements we can make to docs and the website to help get
people started.

In a separate thread, I mentioned adding a "Powered By" page that
folks can use to describe their use of Twill.  We'll first need a wiki
where that page can exist.  I'll take that on.  Any other ideas for
doc improvements to help get people started are welcome.

I feel that our "plans for the next period" have not changed much over the
past year...
Can we say the  documentation and website is good enough now? Or should we
keep that, and actually follow up on it?
