Further to INFRA-8744, the public archive (when I can access it)  only has the Dec emails in it.

There are 125 mails in the Nov mailbox which are still under the private archive.

Perhaps the mbox file could be moved from the private to the public area?

AFAICT, all the mails in the private Dec mailbox are in the public Dec mailbox so the private file could probably just be deleted.
