We've got a DLL loading error when loading the arrow package on Ubuntu in the development documentation nightly: https://github.com/ursacomputing/crossbow/actions/runs/4020387995/jobs/6908263935#step:10:39

The diff between the last passing build and this one isn't all that useful (gives one commit about RE2 that changes no build things).

I had a look through the latest commits and nothing pops out. The last time something like that happened on the nightly devdocs job there was a missing `ARROW_EXPORT`.

Ok...this is only a thing when extra error context is turned on, which is not on by default in any CRAN builds?

It is not spurious, though seems to be fixed in the nightlies but not the 11.0.0 R release branch, so we may need to cherry-pick another change across perhaps?
