   When adding a target to a STEERING/CLIENT_STEERING Delivery Service, the dropdown list that includes potential target Delivery Services should be filtered to contain only HTTP-type Delivery Services that aren't already targets of the STEERING/CLIENT_STEERING Delivery Service being edited.
