Creating Users Programtically

is there any way i can add users programatically ? without using a mock 
Telnet Client? i would love to know

Or you could keep the user configuration n a table in a database. That
way it works wonderful to add/delete users programmatically.

At the moment, no.
There is a RMI based proposal, but I'm not sure what state that is in.
However that would be your best option for adding users programatically.
