I can confirm this behaviour.
$ svn --version
svn, version 1.9.3 (r1718519)
   compiled Dec 16 2015, 08:53:26 on x86_64-redhat-linux-gnu
$ cat /etc/fedora-release 
Fedora release 23 (Twenty Three)

It may not be limited to binary files. It happened with githash.php from Moodle.
I tried adding the option --show-inherited-props (which seems to suppress the error from the command line) to various places in the propget part of svn_load_dirs.pl (around line 1240) but this created other errors.
