In TS-3612, we added ignore_keep_alive() method to ProxyClientTransaction.  The Http1ClientTransaction overrides this to indicate that keep alive processing should be performed in the HttpSM.  Http2Stream returns false, so the keep alive processing is not engaged.

SPDY processing is unchanged.  We decided not to upgrade SPDY processing at this stage in its lifecycle.
