Most CI checks print a summary (failed tests, checkstyle/rat violations, etc.) to stdout at the end of the test run, as well as into {{summary.txt}}.  Currently we have the following ways to view this output:

* drill down to the test step, scroll past lots of output
* download raw log, scroll past lots of output
* download artifact, unzip, open {{summary.txt}}

I propose displaying contents of {{summary.txt}} as a separate step.
