ARG is not supported by docker 1.9 or below so the current solution about setting proxy is to ask user to modify the Dockerfile directly, but this way will mess up git or cannot directly use the dockerfile from git repository, the latest version of docker available to CentOS 6 is v1.7.1, it is very old version. so we have to describe how to enable proxy for v1.7.1 while upgrading to use ARG.
