[RESULT][Vote] RC01 for release of Apache Olingo OData 4.8.0

Hi all,

the vote is over and has passed with the following votes:

+1 Ramesh Reddy (binding)
+1 Ramya Vasanth (binding)
+1 Michael Bolz (binding)
-0 Dave Fisher (binding)

And no “-1" vote against the release.
And the reason for the -0 vote (wrong key was used to sign the artifacts) is fixed.

Hence I will now go forward with the next release steps.
