I had to add the following dependencies to the minimal set of jar provided to make it work:

caffeine-2.9.3.jar
commons-fileupload2-core-2.0.0-M1.jar
javassist-3.29.0-GA.jar
struts2-freemarker-jakarta-7.0.0-SNAPSHOT.jar
