I don't mean to speak for Gavin here, but this truly is an issue of identity and access management that's a way bigger issue than an automation tool for project renames (that happen rarely.) Closing this as pie in the sky. All of this is on the table with the concept of IAM via Syncope or similar but should be captured as documentation for that effort.
