The [range-aware rebalancing has been implemented|https://github.com/apache/kudu/commit/01ca8c3f2bb38bc8b738d86d3d88aa8d1ffaad87] in the {{kudu cluster rebalance}} CLI tool.  That can be used as a step to make the CLI tool to take into account the dimension labels while rebalancing.

From the other side, once the rebalancer has become range-aware, there isn't much sense in using dimension labels.  I'm closing this JIRA item for now: feel free to re-open if dimension-based rebalancing is needed.
