Automated license header checking

I've created a Jenkins job for the "rat" tool that we use to check our license
headers.  You can see it at https://builds.apache.org/job/Allura-rat/

SourceForge engineers had an internal jenkins job similar to this, but now there
is a public Apache one.

It will report failures to this mailing list.
