Declarative Exception Handling

In case of Declarative Exception handling, how do I pass the replacement values for the messages 
specified in the message resource bundle. When you are using programmatic approach, you can pass 
the same to ActionError/ActionMessage constructor. 

Can anyone explain how to achieve the same in the former case?
