Durable exchange bindings are not recovered from the store following broker restart. This appears to be due to workarounds put in place for QPID-2096 to prevent duplicate createExchange calls being made to the store, which results in exchanges not being added to the store at all and leads to failure on restart to attempt recovering the bindings on restart, which are actually in the store.
