Bulk resolve of closed issues imported from GitHub. This status was reached by first re-opening all closed imported issues and then resolving them in bulk.

> Often folks blow away the SYSTEM.TABLE because they want to start from scratch again. We should detect this in a coprocessor and clear the server cache in this case. Otherwise, folks have to bounce their region servers which is painful.
