It would be very handy to be able to access the pristine Host and URI for a request for substitutions in header_rewrite plugin. Right now the list of expandable variables does not include this. 

If we were able to use CLIENT-URL and CLIENT-HEADER as part of variable expansion and they were kept truly pristine regardless of hook context as the documentation implies  it would solve this as well.
