The license headers are now removed.

The tigris.css is the only changed file. Evidently we need to move
those changes into inst.css (but that is beyond my expertise).

Added a README.txt to explain the origin of this skin and list what we have changed.

Description:
We have made some local changes to our copies of the tigris *.css which actually need to go into an over-riding css. Also remove our license notice which was added by accident.
