The GadgetSpecFetcher class has an option to 'forceReload' to insure that the latest copy of application xml is fetched.
This fails if there is a proxy server between the shindig server and the upstream web server.
To insure that we get the correct content we should add a
Pragma: no-cache
header to the request.
