Currently SessionJobs are completely lost if the session FlinkDeployment was upgraded and HA wasn't enabled. This is related to FLINK-27979 but its a quite critical manifestation of it.

After that the session job is never restarted and the observer thinks it's "fine" and keeps it in the RECONCILING state for some reason.
