Error connection to remote JMX agent

I use version 0.7.4, I've done something like this:
1. I ssh to my Eucalyptus account and applied 1 instance, got a public
IP and a internal IP.
2. I scp the tar ball of apache-cassandra-0.7.4-bin.tar.gz to root of
my instance, unzip it and create directories
3. I run /bin/cassandra -f, everything is fine.
4 I run cassandra-cli in another terminal (on the same instance), link
to localhost, everything is fine.
5 I run nodetools -h <MY PUBLIC IP> ring, when I hit enter, the
machine became idle, there is no feedback.
6 So I run nodetools -h <MY INTERNAL IP> ring, I got a very long error:

Error connection to remote JMX agent!
java.io.IOException: Failed to retrieve RMIServer stub:
javax.naming.ServiceUnavailableException [Root exception is
java.rmi.ConnectException: Connection refused to host: **.**.**.**;
nested exception is:
java.net.ConnectException: Connection refused]

I have seen a topic about similar nodetool error, but my JMX_PORT is
already 8080.
