[PR] [experiment] build with xmlbeans 5.5.0-SNAPSHOT [poi]

   Experiment to test CI against the latest xmlbeans snapshot. Not for merging.
   
   - Adds the ASF snapshots repository (repository.apache.org) to the root and subproject repositories
   - Sets `xmlbeansVersion` to `5.5.0-SNAPSHOT` (no 6.0.0-SNAPSHOT is published yet)
