Cartridge cluster won't scale down if Stratos is stopped when ready to shutdown members available. This happens if Stratos is kept shut down, for longer period than the obsolete member timeout. Because the member stat context is not removed when obsolete members are timed out. Also the member remains in Topology in Ready to shutdown state.
