So I think I know why this started happening, previously Pekko/Akka disabled doc generation only for Scala 3 due to previous issues which are now solved by this PR https://github.com/apache/incubator-pekko/pull/393. The original code disabling doc generation was there in Scala 3.0.x/3.1.x days...).
Scala 3 is more strict than Scala 2 when it comes to deprecation in doc generation which explains this regression.
