Just a note: Though it should not be handled as 500, non-ascii characters are
not allowed in URIs. You should not use such links.

Another note: The remote_user thing is not related to this problem (which occurs
on winNT only, because of the forced unicode environment)

(Actually this report is a dupe, but I don't seem to find the original report
currently)
