BWC testing is borked on main

Hi,

I know that this is broken - I broke it when cutting the 10xx branches, so that the 10 release can start.

I know that this is disruptive, since it’s not possible to get a clean PR on main. 

I’m working on it, and hope to have the BWC testing issues resolved soon.

Merged - bwc and main should be stable again. Thanks Robert for the review.

There is some followup work that will happen after 10.0.0 has been released. We’re tracking that in https://github.com/apache/lucene/issues/13847
