misc changes : 

1) news item on the new HDK and JDK snapshots
2) move the incubator notice to the bottom of homepage
3) added projet status teasers to homepage
4) nips and tucks to classlib section, namly
  removing "proposed" captions (as we can just modify
  as needs change), and slight reformat
