With HADOOP-7533 this should be taken care of.

* If test-patch is run from trunk/ it would use compile and use all bits from the build.
* If test-patch is run from trunk/hadoop-hdfs, it would compile only hadoop-hdfs and it would use hadoop-common from the Maven repo.
