How to run binary cgi's?

Hi all!

I am trying to execute binary cgi's with the following configuration:
-Tomcat 4.0.3 (standalone)
-Windows 2000 Prof. SP2

I enabled CGI and SSI (renaming files and uncommenting web.xml) but there is no chance :(
Sometimes I get a cgi error, sometimes "file not found" and sometimes it shows me the content of the test.exe
