The NiFi Maven NAR Plugin project should be upgraded to Maven 3.9.16 for the Maven Wrapper referenced version, along with other plugin dependency upgrades.

Other dependency upgrades include:
 * Apache Parent 39
 * Maven Surefire Plugin 3.5.6
 * Checkstyle 14.0.0
 * Sisu Maven Plugin 1.1.0
 * Maven Artifact Plugin 3.9.16
 * Maven Dependency Plugin 3.11.0
 * Maven JAR Plugin 3.5.1
