Wiki entry to publish the Javadocs

I've added a Wiki page to document the current Maven site (and thus  
Javadoc) generation process [1]. There's certainly room for  
improvement, but from a couple of experiments it would seem that

a) moving away from Git repos as the target
b) trimming down what's actually generated

will be key components of speeding things up.
