I was able to replicate the issue as stated on a Windows 7 PC running AOO 3.4.1
build 9593, however, the scope seems to be much broader than specified. On a
hunch that this wasn't just constrained to background images I tried it with
three different objects: the provided picture, a chart object (the default) and
an equation (a*|b|). I also varied the "wrapping" and "anchor" settings where
applicable. Results are below:

chart/pic selected, wrapped through, anchored to page No text
chart/pic selected, wrapped through, anchored to paragraph No text
chart/pic selected, in background, anchored to page No text
chart/pic selected, in background, anchored to paragraph No text
chart/pic selected, wrapped through, anchored as character No text AND no chart

equation selected, anchored to page No text
equation selected, as character No text AND no equation

chart/pic not selected, wrapped through, anchored to page As expected
chart/pic not selected, wrapped through, anchored to paragraph As expected
chart/pic not selected, in background, anchored to page As expected
chart/pic not selected, in background, anchored to paragraph As expected
equation not selected, anchored to page As expected
equation not selected, as character As expected

based on the above tests I'd say you only need four replication steps:
1) Open a new document
2) Add some text
3) Add an object (leaving it selected)
4) Print the page

If somebody has more time to follow-up it might be worthwhile to check if
imports from other programs like word misbehave in the same way.
