Proposal for basic client side load balancing in Avatica

Greetings,

We have created a ticket CALCITE-5581
<https://issues.apache.org/jira/browse/CALCITE-5581> for implementing a
Client Side load balancing in Avatica.  Basic writeup for this approach is
attached herewith.

Any thoughts or suggestions in this regard will be appreciated.

Thanks Julian.

I have implemented the changes in
https://github.com/apache/calcite-avatica/pull/217 and tested them with
Unit tests. I am planning to build the jar and test it with live servers.
So marked the PR as WIP.

Any  feedback/review comments will be appreciated.

It makes sense. It might not meet the needs of everyone (e.g. I could imagine that occasionally a URL would naturally contain a comma), but if so, they can contribute enhancements.
