[PR] [SPARK-55961][UI] Make SQL plan viz side panel collapsible with resize handle [spark]

### What changes were proposed in this pull request?
Replaces the fixed `col-4` side panel in the SQL plan visualization with a collapsible overlay panel.
**Behavior:**
- **Starts collapsed** — only a ◀ toggle arrow visible on the right edge
- **Auto-expands** when a node is clicked (shows metrics)
- **Manual toggle** — click ◀/▶ to collapse/expand
- **Drag-to-resize** — left edge handle (250-800px width range)
- **Smooth animation** — CSS `transition: transform 0.3s ease`
- **No layout shift** — fixed-position overlay with shadow, graph uses full width
**Files (3, +118/-13):**
- `ExecutionPage.scala`: Changed from `row > col-8 + col-4` to `position-relative` container with overlay panel
- `spark-sql-viz.css`: Panel positioning, collapse/expand states, resize handle styles
- `spark-sql-viz.js`: Toggle click handler, auto-expand on node click, drag-to-resize logic
### Why are the changes needed?
The old `col-4` panel permanently consumed 33% of screen width even when empty ("Click a node to view details"), reducing space for the plan graph. The collapsible panel gives the graph full width by default and only appears when needed.
### Does this PR introduce _any_ user-facing change?
Yes — the detail panel is now an overlay that collapses to the right edge, giving the plan graph full width.
### How was this patch tested?
lint-js passes. Compilation verified. Manual testing.
