[PR] Fix epoch truncate [rocketmq]

### Brief Description
部署controller模式一主三从
故障模拟：
1. 部署完成后不写入消息
2. 三个从节点依次网络延迟1分钟左右，再故障主节点触发主从切换后原主节点store.log报错

epoch文件不一致导致的问题，代码做了优化
