Step 1 : Open add instance window 
Step 2 : Select "Setup" -> Select Template -> Compute Offering -> Select Data Of  "Small Instance"-> Affinity 
[Here you can see message "You do not have any affinity groups. Please continue to the next step." displayed]
Step 3 : Select  Previous button
Step 4 : Change Data Disk offering to "Medium Instance" and select Next button
