[collections] purging reference map patch

i submitted a patch a little while ago that added some functionality to 
ReferenceMap so that it supports purging values when the weakly referenced 
keys are garbage collected:

i haven't really heard anything negative about the proposed change but it 
hasn't been applied. unless i hear something soon, i'll be forced to add 
myself as a committer. you have been warned ;)
