LibCache, defined in be/src/runtime/lib_cache.h, has a clunky API that is error-prone.

Currently, the caller obtains a pointer to a reference counted cache entry from which

data is extracted (paths, function ptrs). The caller must explicitly state when they are no

longer using the cache entry. A better API would hide this in a handle that manages the ref-counting internally.
