Voting on releases

Dumb question, when I propose a a vote, can I vote? I had assumed
either I could not or I was implicitly voting +1 but I found a few
questions in other projects of people starting a vote then replying
with +1.

No worries, Brock. Yep, you can VOTE.

The binding VOTEs come from members of the IPMC, but they should
be based on the community and the PPMC VOTEs.

Cheers,
Chris
