Per a discussion in HADOOP-9397, there are a couple of different ways compressed tarballs are generated during the build.  Some projects create a {{dist-maketar.sh}} script that pipes the output of tar through gzip, while hadoop-dist creates a {{dist-tar-stitching.sh}} script which runs the commands separately.  Ideally these should be made consistent.
