README.configure for jakarta-tomcat-connectors

Hi,

I have started to write a README  for the configure of the
jakarta-tomcat-connectors/jk/src/native.
Find it enclosed.

Several features are not yet supported, but I will try to go on with
--with-apache (static module).

Any comments?
