The FeaturesService can be configured through the properties set in etc/org.apache.servicemix.features.cfg file.

However, you can also use the config admin to change this configuration at runtime.  If we use http://static.springframework.org/osgi/docs/1.2.0/reference/html/compendium.html#compendium:cm:managed-properties:update, we can make the FeaturesService aware of these runtime changes.
