Tools area

Hey,
 
I haven't noticed an area in the current package hierarchy for tools.  It
seems like we could use such an area so that users of the Axis jar know
where to browse for tools (Classes with Main methods).  Perhaps
org.apache.axis.tools.  We could stuff classes which have Main methods that
seem like they are tools.  These classes are then free to reference deep
into the package hierarchy for their dependencies.  And yet anyone with jar
or winzip can browse through the tools in one spot.
