   Also want to flag sadpandajoe's point that's still open: `showDataExportOnly` doesn't actually get exercised anywhere, standalone still routes through `StandaloneDownloadControl`/`useExploreDataExport` directly. Feels like the core of what this PR is meant to enable isn't wired up yet. Can we either hook it into the standalone control or drop the unused branch?
