The Publication interface should be an Avalon service.

Implications:

- PublicationImpl class could use the standard Avalon configuration mechanism.

- PublicationImpl would implement ThreadSafe to ensure that
  only a single instance is created per publication.
  That rids us of the static map stuff in PublicationFactory.

- publication.xconf would be an XPatch file.

BTW, this concept is used for resource types and seems to work fine.
