Installation question for JRun and Soap 2.1

I'm attempting to install SOAP under a J-run installation on a windows
2000 box.  The ApacheSOAP Installation Instructions for JRun 3.0 in step
7 tell me to ass the apache-SAOP lib directory and the base directory to
the class path.
 
But the unzipped rendition of Soap 2.1 doesn't seem to have a lib
directory.
 
Help please?
