Who is a CVS committer who can change the access permission
on org.apache.xml.serialize.Encodings and its method
static EncodingInfo getEncodingInfo(String encoding) {..}
to public?

I don't see why not, but since I can't get my CVS access working you'll
have to ask another committer to do so.
